Listed in the National Register of Historic Places, the Congress Street District contained well-preserved buildings from the 1860 era with the need for extensive rehabilitation. Richter & Cegan prepared the overall site development guidelines for this six-block area in Hartford’s diverse South Green neighborhood resulting in a renewed vibrant and active community.
